Abstract

Perubahan mendasar yang terkait dengan reformasi manajemen publik diarahkan kearah budaya kewirausahaan yang berorientasi bisnis dan dorongan untuk menciptakan sumber daya manusia baru yang mampu memimpin dan melaksanakan reformasi. Jelas bahwa pendekatan pengembangan sumber daya manusia (PSDM) saat ini tidak memadai untuk memastikan pengembangan seperangkat kompetensi baru kepada pegawai negeri dan menciptakan lingkungan yang mendukung lembaga pemerintah dalam meningkatkan kapasitas organisasi untuk mendapatkan proses pembelajaran skala besar terkait dengan perubahan budaya dan prosedural. Jelas bahwa pengembangan SDM harus mengambil peran dan posisi yang lebih strategis dalam lembaga pemerintah. Oleh karena itu, tantangan utama adalah untuk menentukan karakteristik yang memungkinkan untuk Pengembangan SDM strategis muncul di lembaga pemerintah.
