STRATEGI OPTIMALISASI PENGELOLAAN SUMBER DAYA MANUSIA (SDM) PETUGAS KESEHATAN HEWAN DALAM PELAYANAN PUBLIK DI KABUPATEN LAMANDAU

Abstract

Penelitian ini dilatarbelakangi oleh tingginya tantangan geografis, keterbatasan personel, dan kesenjangan kompetensi teknis dalam pelayanan kesehatan hewan di Kabupaten Lamandau yang menuntut perbaikan tata kelola. Tujuan utama penelitian ini adalah menganalisis strategi optimalisasi pengelolaan sumber daya manusia (SDM) petugas kesehatan hewan pada Dinas Pertanian dan Perikanan Kabupaten Lamandau. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus. Pengumpulan data dilakukan melalui observasi partisipan, wawancara mendalam bersama informan kunci, dan analisis dokumen pendukung. Data kemudian dianalisis melalui dua tahapan utama, yakni Analisis Tematik Refleksif untuk menggali kondisi faktual dan Sintesis Matriks SWOT/TOWS untuk memformulasikan strategi. Hasil penelitian menemukan bahwa SDM dinas memiliki kekuatan utama pada etos kerja altruistik dan solidaritas tinggi yang ditopang oleh keberhasilan transisi status kepegawaian (P3K). Meski demikian, efektivitas pelayanan masih terhambat oleh minimnya latar belakang pendidikan medik veteriner, beban kerja lintas wilayah, serta buruknya prasarana kendaraan operasional. Melalui analisis TOWS, dirumuskan strategi penguatan melalui kemitraan swasta (CSR) serta perumusan regulasi kerja yang lebih protektif. Kesimpulannya, kualitas pelayanan publik dapat dicapai secara berkelanjutan jika instansi menerapkan standardisasi sertifikasi kompetensi, membatasi jam operasional darurat, serta meremajakan fasilitas logistik petugas.
