ANALISIS MANAJEMEN SUMBER DAYA MANUSIA STRATEGIK PADA BADAN KEPEGAWAIAN DAN PENGEMBANGAN SUMBER DAYA MANUSIA KOTA SOLOK
Abstract
Human resources play a central role in an organization, especially in meeting its needs and running its operations. The limited workforce is often a result of insufficient strategic planning in ensuring the organization's sustainability and a lack of SWOT analysis. This research aims to obtain qualitative descriptive findings regarding (1) Strengths, Weaknesses, Opportunities, and Threats (SWOT); (2) formulation of strategic human resource management; (3) implementation of strategic human resource management; and (4) evaluation and control of strategic human resource management performance at the Human Resources and Development Agency of Solok City. This research is of a qualitative descriptive type. Data collection methods involve document recording techniques, interviews, and observations. The research results indicate that (1) SWOT analysis is done quite well, considering the internal environment, but there is a need for more attention to the external environment of the organization; (2) the formulation of strategic human resource management has been very good, including vision, mission, goals, objectives, and policy directions to make the Human Resources and Development Agency of Solok City independent, resilient, and professional; (3) the implementation of strategic human resource management performance is already very good, following the set programs, activities, performance indicators, performance targets, and budgets; and (4) the evaluation and control of strategic human resource management performance at the Human Resources and Development Agency of Solok City show good performance, but there are two activities that have not been achieved.
